This short but revealing file contains data relating to formulation and execution of foreign policy, long range security, consultations and negotiations with foreign nations, appointments, reorganization of the State Department, Marshall Tito visit to United States, an Economic Development plan for Rio Frio Lands and Interior Atlantic Zone, Costa Rica, and Central America (boxes 206-211). Information on passports and visas obtained through Mundt office is in (boxes 212-217). Exchange of South Dakota students and teachers, information about National Conferences, and the United Nations Educational, Scientific, and Cultural Organization (UNESCO) is in (boxes 218-221).

Senator Karl Mundt fit the label of "isolationist" from 1936 when first elected to the U.S. House of Representatives until 1943 when his attitude genuinely changed. Beginning in 1945 Mundt practiced his new creed as a foremost advocate for international educational cooperation (UNESCO) and for membership in the United Nations. Mundt, however, had a polarized international vision after World War II and saw the United States locked in a struggle with the Soviet Union. The Smith-Mundt Act cited as the "United States Information and Educational Act of 1948" has the objective of disseminating information abroad about the United States and provides for an educational exchange service. This was popularly known as United States Information Agency.
