Senator Mundt lacked an official platform when he moved from the House to the Senate in 1948. Mundt could not countenance communism as a philosophy yet his anger did not extend to the Russian people. His interest in international affairs was intense but the 1950s confined his activity to husbanding proposals he initiated when he was on the House Foreign Affairs Committee. UNESCO and the Smith-Mundt Act were his focus. In 1963 Mundt gave up his seat on the Agriculture Committee for one on the Foreign Relations Committee.
