The Hoover Commission Report on the reorganization of government was considered by the Senate Expenditures Committee. Mundt was a member of this Committee. He supported the general recommendations of the Report. This Senate Committee wrote legislation authorizing President Truman to carry out the major portion of these suggestions by executive action. The Committee also authored a series of bills implementing portions of the program by special legislation. The bills passed Congress but depended on the energy of the President for implementation. The goal of the Report was to cut spending and to make government more efficient.
